The Port of Melbourne Corporation (PoMC) completed an environment effects statement into the proposed deepening of the shipping channels in Port Phillip Bay in line with the Environment Effects Act 1978 (Vic). It was one of the most comprehensive and detailed environmental investigations ever undertaken in Australia.

The EES and its Technical Appendices documents were released on 5 July 2004. Members of the public and interested organisations were invited to make written submissions on the EES to the independent review panel appointed by the Minister for Planning and administered by Planning Panels Victoria.

The EES remained on public exhibition for comment until 16 August 2004. Members of the public and interested organisations were invited to make written submissions on it to the independent Panel Inquiry, appointed by the Minister for Planning and administered by Planning Panels Victoria.
